Scots-Irish Appalachian Heritage — West Virginia’s Cannabis Cultural Substrate

West Virginia was carved out of Virginia on June 20, 1863 over Civil War unionism, but the deeper story is demographic. The founding population of the Mountain State was disproportionately Scots-Irish, German Lutheran, and Welsh — people whose religious traditions ran toward evangelical Protestantism and whose 19th-century relationship to intoxicants ran through a long temperance arc. West Virginia remains among the most religiously conservative U.S. states by Pew Research measures. The state’s "dry county" history (Cabell, Logan, and others), its modern alcohol-control statute (the West Virginia ABCA), and pulpit opposition to cannabis reform all flow from this substrate — though the medical-only cannabis frame is shifting that opposition.

The Founding Demographic — Scots-Irish, German, Welsh

The 18th- and 19th-century settlement of the trans-Allegheny west was not a continuation of Tidewater Virginia plantation culture — it was a different America. Historian David Hackett Fischer’s Albion’s Seed (1989) identified four distinct British folkways in colonial America; the people who settled the Allegheny Mountains, the future West Virginia, came overwhelmingly from Ulster Scots-Irish migration through the Pennsylvania ports (Philadelphia, New Castle) starting in the 1720s and pushing south down the Great Wagon Road through the Shenandoah Valley into what would become the West Virginia mountains. They were joined by German Lutheran and Reformed migrants (the same Pennsylvania-Dutch substrate that fills the eastern panhandle counties), and Welsh coal-and-iron migrants who arrived in the 19th century to mine the southern coalfields.

The political consequence is that the western Virginia counties never developed Tidewater plantation culture. They were small-farm, Presbyterian, mountain culture. When Virginia voted to secede in April 1861, the western counties refused; the Wheeling Convention (June 1861) established the Restored Government of Virginia, and in 1863 Congress admitted West Virginia as the only U.S. state created by wartime intra-state secession. The Religious Landscape — Pew Data and Pulpit Posture

The Pew Research Center’s Religious Landscape Study consistently ranks West Virginia among the most Christian and most religiously observant U.S. states. Roughly 78% of West Virginians identify as Christian (per Pew 2014, retained in 2024 update); the state has one of the highest rates of evangelical Protestant identification in the U.S. The largest denominations include the Southern Baptist Convention, the United Methodist Church (and Global Methodist Church post-2022 split), Pentecostal and Holiness traditions, and independent evangelical churches. Catholic and mainline Protestant congregations cluster in Wheeling, Charleston, and the Eastern Panhandle.

The 19th-century temperance movement — the Women’s Christian Temperance Union (Frances Willard, Evanston IL), the Anti-Saloon League — found among its strongest constituencies the Scots-Irish evangelical communities of Appalachia. The same constituencies reproduced their posture toward alcohol when cannabis became a public-policy question in the late 20th and early 21st centuries.

Dry Counties and the West Virginia ABCA

West Virginia’s alcohol-control statute, the West Virginia Alcohol Beverage Control Administration (ABCA), codified at W. Va. Code ch. 60, traces its lineage directly to Prohibition-era reform. The Mountain State went dry under its 1912 state Prohibition amendment, eight years before the 18th Amendment to the U.S. Constitution. After the 1933 federal repeal, West Virginia chose a control-state model rather than a license model: the state Liquor Control Commission (now ABCA) operated retail liquor sales as a state monopoly until partial privatization in the 1990s. The ABCA still licenses bars, restaurants, and retail; counties retain limited "dry" / "wet" optional status; and a number of West Virginia counties retained either total or partial dry status well into the 1980s.

Cabell County (Huntington), Logan County, and parts of Mingo County all have notable temperance histories. The local-option dry framework persists in residual form. The cultural memory is that "the church" voted on alcohol availability; the same memory inflects the cannabis debate.

Moonshine — The Counter-Culture That Shaped a Mythology

Against the dry-county temperance arc ran the Appalachian moonshine tradition. From the Whiskey Rebellion of 1791-1794 through Prohibition (1920-1933) and well into the 1960s and 1970s, illicit corn-mash distillation was a core economic and cultural activity in the Allegheny Mountains. Junior Johnson, Robert Mitchum’s 1958 film Thunder Road, and the Hatfield-McCoy mythology all draw on the moonshine substrate. The Appalachian relationship with intoxicants thus has a structural ambivalence: publicly dry, evangelical, and temperance-oriented; privately, a long tradition of homemade liquor, bootlegging, and counter-state culture. Cannabis arrived later. The native Appalachian relationship to cannabis is largely a 1960s-and-after phenomenon — back-to-the-land migrants, Vietnam-era veterans returning home, and the late-1970s/early-1980s "Pot Belt" of southern WV (Boone, Lincoln, Mingo) where outdoor cultivation became a meaningful black-market economic input. The DEA’s Domestic Cannabis Eradication / Suppression Program (DCE/SP) targeted the Pot Belt heavily through the 1980s and 1990s.

Pulpit Opposition Today — And the Medical-Only Pivot

Pulpit opposition to cannabis reform remains audible in West Virginia, particularly in the southern coalfield counties and the central highlands. Sen. Mike Azinger (R-Wood), Rep. Pat McGeehan (R-Hancock), and others within the Senate Republican Caucus invoke the religious-traditionalist framing in floor debate over cannabis-reform bills. Gov. Patrick Morrisey’s public posture has been "no recreational cannabis" without theological framing, but the supporting coalition draws heavily from the same evangelical constituencies. What has shifted is the medical-only frame. SB 386 (2017), sponsored by Sen. Richard Ojeda (D-Logan, an Army veteran with a different cultural register than the typical reform sponsor), passed the Republican-controlled WV Legislature with substantial Republican support — in part because Ojeda’s framing emphasized chronic-pain patients, opioid alternatives, and veterans rather than drug-war retreat. The same opioid-crisis context that has reshaped Appalachian public-health discourse since 2015 has eroded reflexive pulpit opposition to medical cannabis specifically. See SB 386 enactment.

The Eastern Panhandle Exception

The cultural substrate is not uniform across West Virginia. The Eastern Panhandle (Berkeley, Jefferson, and Morgan Counties) draws much of its modern population from Northern Virginia and Maryland commuter populations — more secular, more diverse, more aligned culturally with the mid-Atlantic coastal corridor than with the Appalachian highlands. The Mon County university enclave around Morgantown (WVU) likewise represents a different cultural register.
